You need to clear the blockers in the bottom squares in order to be able to spread the jam there. Forget about the jam completely, in fact to begin with you can avoid spreading it at all so that the fish go to the blockers instead of spreading jam.
You have two choices really, if the jam begins to spread early then cover the board as quickly as possible using the combos which are pretty easy to make, then any fish you have will go to the blockers as there will be nowhere else for them to go.
The other choice is to not spread the jam until you have made a start on clearing the blockers and just let the jam spread as you work. Either way this is not an easy level to complete, I had the two bottom corners left many times before I finally managed to clear it.
